As aquisições centralizadas do exército na Região Metropolitana do Recife: diagnóstico e proposições em consonância com o conceito Triple Botton Line (TBL).

Abstract

Public acquisitions, through bidding, consist of a relevant demand from the public administration, which requires continuous observation and improvement of its realization process. The present study aims to analyze the bidding processes, carried out in a centralized manner, by the Military Organizations of the Army, located in the Metropolitan Region of Recife, with emphasis on the systematic observation of the anticompetitive practices of bidding companies. For this, the processes managed by the Group for Coordination and Monitoring of Bidding and Contracts (GCMBC), a section present in the organization chart of the Command of the 7th Military Region, are considered as an object of research. This is an applied study, using the hypothetical-deductive method of approach and the systemic procedure method, with indirect bibliographic and documentary research techniques. A qualitative analysis is presented, where the main data collection tool used is the Brazilian Army Bidding Portal, repository of the entire content of all Force bids and, in a subsidiary way, the Federal Government Procurement Portal – Comprasnet, characterizing itself as a descriptive research. As a result, it is intended to present a Technical-Technological Product (Manual of Good Bidding Practices), prepared in line with the concept of sustainability known as Triple Botton Line (Sustainability Tripod), being able to offer a repertoire of preventive measures and strategies to lessen the effects of anticompetitive actions in bidding procedures, reducing costs and optimizing the quality of public procurement of products and services, at levels higher than those currently identified.
